In 1982 for the first time Devegowda was the minister of PWD and Irrigation Department in non congress government.
These are the eye-witness that he had his own idea of development of the city. But at that time he had his own limitations. As an irrigation minister he had “Krishna – Kaveri Neeravari Yojane” a big project. But due to some politicians miss-mentality he was tied with the villagers and discouraged. But when he became the CM of Bengaluru he gave life to his dreams and continued his project. After few days he shared his feeling in front of the Bengaluru people in the following way:

• I will not give any prominence to destruct the beauty of Bengaluru. Not even a single inch of the government land will be given to anybody.
• Throughout Asia, Bengaluru is one of the fast growing cities and it is facing big problems of accommodation. There are many reasons for this. Due to globalization this problem is raising day by day. It is very difficult to purchase land in Bengaluru.
• This is a major problem because private agents of lands have purchased acres of land together. This cannot be solved through laws because they are too strong with influence. I am not criticizing this but I am telling the fact. [According to Prajawani, July 11, 1995]
July 31, 1995 Prajawani Report:
Many have complained that Mr.Devegowda is for to rural areas and do not respond to the problems of urban areas. This is not true. When he was the minister of irrigation he had worked a lot for the development of villages and now as CM he wants to develop the urban areas hence he clarified that he has taken in charge of Bangalore Development Corporation. He has told he will work for it.
From that day onwards till today he has given something or the other to Bengaluru. But this has been avoided by the clever and cunning politicians.
